Corporate Information Management Services (CIMS), City Clerk’s Office, is looking for a Policy & Research Consultant to develop corporate-wide policies, strategies, and guidance that support the City’s responsibilities to manage digital information and protect its privacy.
Reporting to the Manager, Corporate Information Strategy & Policy, CIMS, the Policy & Research Consultant will work collaboratively with divisional and external stakeholders to identify emerging issues and address them by developing, consulting, providing leadership, and advising on policies, programs, and research matters. The role will develop and author policy solutions and apply information management best practices to City initiatives.
The role will leverage policy writing, research, and communication skills to support corporate information management objectives throughout the organization.
Major Responsibilities:
· Plans, conducts, interprets and evaluates research and policy studies, including those with other city divisions, committees, other levels of government and external groups or agencies.
· Researches issues and develops policy options and recommendations in order to provide divisional and corporate leadership in information management policy, programs, advocacy and strategy.
· Acts as a consultant to identify and service policy, research, evaluation and program needs to meet corporate information management goals.
· Initiates, undertakes and directs staff and stakeholders to deliver analyses and projections of sector trends.
· Reviews literature, studies, and reports produced by other jurisdictions and research agencies to determine potential impact on policy, research, and programs.
· Designs, undertakes, and advises on research projects and analyses to support corporate policy development.
· Consults and/or works collaboratively with external groups, including the development of contacts with other jurisdictions, at the municipal, provincial, and federal levels, non-governmental organizations and interest groups, other agencies and the private sector.
· Develops and implements project plans for work assignments, ensuring deadlines for such assignments are met.
· Identifies issues, assesses the required resources, and develops strategies to address information management needs. Researches current and projected needs and makes recommendations for meeting those needs including implementation strategies.
· Identifies emerging trends and issues in information management and conveys research, knowledge, analysis and policy implications to senior staff, external stakeholders and members of Council.
· Leads the development and maintenance of a variety of communications and awareness tools.
· Researches, organizes, and writes briefing materials, discussion papers, policy proposals, reports and correspondence on various issues, including potential reports for consideration by City Council and its Standing Committees.
· Promotes the use of information and its application to decision making within the division through collaboration, the development of linkages, and capacity building initiatives.
