The IPC oversees the Freedom of Information and Protection of Privacy Act, the Municipal Freedom of Information and Protection of Privacy Act, the Personal Health Information Protection Act, Part X of the Child, Youth and Family Services Act and the Anti-Racism Act.What can I expect to do in this role?A Senior Policy Advisor supports the leading-edge policy analysis and research work of the IPC.This involves:Implementing detailed plans and recommending policies/procedures regarding program specific requirements.Leading policy and program development processes by identifying, formulating and recommending new policy and policy amendments, preparing and supporting the delivery of detailed implementation plans.Producing timely high-quality, plain-language memoranda, reports, guidance, tools, and presentations.Assisting in the development and execution of a public awareness / education strategy about personal information protection.Preparing position papers in response to government consultations on legislative or regulatory proposals, and supporting the Commissioner’s testimony at Legislative Assembly committees.Engaging with government organizations as they develop policies, programs, and activities that could affect privacy and transparency.Engaging with affected stakeholders in the development of IPC policies and guidance.Reviewing, analyzing and commenting on privacy impact assessments of public sector institutions.Participating in periodic reviews of government data integration units.Engaging with stakeholders to advance the Commission’s four strategic priorities.Providing research and support to the IPC Tribunal.Preparing for and participating on behalf of the IPC in provincial, national, and international policy fora.How do I qualify?You will qualify for this position by demonstrating:Policy KnowledgeYou possess extensive knowledge of access, privacy, and open and transparent government issues.You have solid knowledge of Ontario and municipal government organizations, policies and programs.You have a strong understanding of access and privacy issues relating to information management practices and systems in the public sector.You have applied knowledge and understanding of strategic objectives and decision-making processes to ensure policy and program submissions support IPC direction and mandate.You have knowledge of issues management techniques and principles to integrate into the planning process.Interpersonal and Relationship Management SkillsYou have consultation, partnership and relationship management skills to establish critical business relationships, and promote the strategic direction.You are able to work in a collaborative, team-based environment.You exercise political acuity when providing relevant information to organizational leadership.Analytical, Research and Project Management ExperienceYou have the ability to plan and conduct extensive research and thorough analysis, and prepare written evaluations and recommendations.You can identify and resolve issues affecting the organization in achieving its objectives.You can identify risks and barriers to policy and program decisions.You are able to manage competing deadlines while operating under tight time constraints.Communication and Presentation SkillsYou have well-developed oral communication skills to respond to issues, provide recommendations, and promote key messages to internal and external stakeholders whose expertise on privacy and access issues may vary.You have strong written communication skills to prepare reports and promote policy and program initiatives to internal and external stakeholders in plain language.You have experience using standard computer software applications (e.g. word processing, spreadsheet, presentation, etc.) to research and prepare materials.Asset QualificationsYou have applied experience in data governance, law reform, or one or more of the IPC’s strategic priority areas.You have planned and conducted public consultations on complex policy issues.You have applied experience in program evaluation or audit methodology.You have the ability to communicate (orally and in writing) in French.What’s in it for you?A modern organization with a flexible hybrid work model with in-office attendance at a minimum of 5-10 days per month.Commitment to continuous learning and developmental opportunities for all its employees.Work with an innovative and high performing organization committed to creating a positive organizational culture and highly dedicated to its mission of advancing the privacy and access rights of Ontarians.A defined benefit pension plan, Comprehensive Health Plan, and Life and Disability Insurance.Maternity and parental leave top-up benefits.How to apply:To apply for this position, please submit your application and related materials to job@ipc.on.ca and state the title of the position and job ID# in the subject line of your e-email.The deadline to apply is Sunday, February 26, 2023 11:59 pm EST.
