Job Description
RESPONSIBILITIESThe Library Manager is responsible for managing and providing leadership and direction to branch staff, while creating an innovative and progressive environment that empowers and inspires staff to exceed customer expectations in the delivery of library services. The Manager plans, organizes, directs, and evaluates the delivery of library services to ensure effective and efficient delivery of services relevant to customers under the guidance of the Area Manager. The Library Manager is responsible for the overall performance of the branch and the management of branch staff. The Library Manager actively and effectively supports Vaughan Public Libraries’ Vision, Mission and Corporate Values.Leadership• Provides leadership and direction to branch staff in the development and delivery of library services.• Champions VPL’s customer experience model and empowers and inspires staff to exceed customer expectations in the delivery of library services.• Leads branch staff and working groups in the development and delivery of high quality services, programs, and collections responding to the needs of the community.• Guides and coaches staff to perform effectively and achieve performance measures.Strategic Vision and Implementation• Collaborates with the Area Manager to identify branch and area goals to achieve the strategic vision of VPL.• Champions the implementation of progressive ideas to achieve goals through the development of competency based annual workplans.• Keeps abreast of trends and developments in the area of library management and recommends new and innovative approaches to enhance the performance of VPL.• Contributes as a member of the Public Service Team in the development, implementation and evaluations of library services and initiatives.Continuous Improvement and Innovation• Manages overall performance of the branch and ensures service delivery is assessed and strategically developed through operational reviews.• Establishes effective partnerships to promote collaboration and facilitate the development of cross-functional teams to ensure the effective and efficient implementation of new services and facilities.• Optimizes technology to enhance service levels and the delivery of the customer experience.• Maximizes operational efficiencies through continuous improvement and innovation.Interpersonal Communications, Teambuilding and Collaboration• Provides leadership that inspires and promotes excellence, innovation, and a learning culture.• Builds and maintains cooperative, respectful working relationships and trust through clear and effective communication.• Promotes a collaborative environment and fosters teams to work together to solve problems and/or develop innovative approaches.• Leads and acts as an active member of internal and external committees and cross-functional teams inspiring collaboration and consensus building fostering successful outcomes.Driving and Delivering Results• Inspires others to excellence by coaching and mentoring staff to achieve objectives of competency-based workplans• Pushes the branch to excel through effective goal setting and performance management.• Evaluates the effectiveness of service delivery through development, implementation, and achievement of key performance measure, service standards, procedures and practices.• Leads the implementation of public service initiatives in response to community profiles.• Establishes the partnership framework and encourages mutually beneficial partnership development.Other Duties• Performs other related tasks and projects, as assigned, which are in accordance with job responsibilities or necessary departmental or corporate objectives.• Responsible for ensuring compliance with all relevant and current laws and legislation including the Occupational Health and Safety Act and Regulations and the corporate Occupational Health and Safety Policy and related proceduresHuman Resource Management/Labour Management• Assesses staffing needs and is the operational lead in the recruitment process for their assigned location, contributing to hiring decisions as appropriate• Manages assigned staff, including performance management, training and development, grievance response, discipline, makes recommendations regarding promotion, demotion and termination, job evaluations, Labour Management activities and administers the Collective Agreement and personnel policies.• Provides leadership to branch through change management, mentoring & coaching staff, empowerment and leadership, continuous improvement and ethical and accountable decision-making.Advocacy, Influencing and Persuading• Represents and advocates for VPL to the public, professional associations, community committees and task forces, and government agencies.• Increases awareness of and support for VPL through intelligent and persuasive influencing and advocating to negotiate successful outcomes for VPL and the community.• Fosters effective, productive relationships with stakeholders including peers, City and VPL staff and Vaughan citizens.• Responds promptly to public concerns and complaints.Finance & Facilities• Directs and monitors the expenditure of designated operating and capital budgets.• Provides guidance in the management of the physical plant of the libraries and VPL facilities staff.• Maintains effective communication with external contractors, consultants, and City of Vaughan partners.REQUIREMENTS• Master of Library and Information Science Degree from an accredited library faculty or a recognized equivalent library degree.• Minimum of five years public library experience, including at least three years in a management capacity.• Excellent ability to communicate effectively both written and orally.• Demonstrated ability and enthusiasm for working with the public.• Interest and knowledge of emerging technologies in public libraries.• Confident use of technological innovations, applications and digital resources.• Experience working in a unionized environment.• Ability to exercise sound judgment and solve problems based on consideration of all critical factors.• Ability to identify annual goals, set direction and champion change; inspire innovation, creativity and the adoption of best practices.• A results and customer oriented individual, with experience in developing sound methodologies for deriving insights and communicating effectively with customers.• Knowledge of and demonstrated ability in change management and process implementation strategies to optimize quality and cost effectiveness of service delivery.• Strong leadership and interpersonal skills, a demonstrated ability to effectively interact with staff and management and negotiate successful outcomes amongst diverse groups.• Demonstrated ability to lead, coach and build cohesive and motivated teams; promote innovation, collaboration, team processes, learning and& development opportunities for staff.• Proven ability to manage conflict, effectively problem-solve, be capable of working under stressful conditions as well as possess organizational and analytical skills and abilities.• Ability to plan, organize, prioritize & balance multiple responsibilities, shifting priorities, regular workflow interruptions while maintaining a positive attitude.• Understanding of financial operating and capital budgets.• Knowledge and proficiency in Windows environment using Microsoft Office Suite, and possesses a high degree of digital literacy.• Knowledge of, and demonstrated ability in VPL’s core and leadership competencies and relevant functional competencies.• Ability to conduct oneself in a manner bestowing tact and diplomacy in a political environment, and when dealing with sensitive/confidential or controversial topics.• Possesses a valid Ontario “G” Driver’s License, in good standing, with access to a reliable vehicle for corporate use.
