The County offers a competitive total rewards package including generous benefits and participation in the OMERS pension plan.In a Nutshell:Reporting to the Deputy Clerk, the Coordinator, Records and Information Management (RIM) will coordinate a comprehensive records and information management program for all County departments in accordance with the Municipal Act, Municipal Freedom of Information and Protections of Privacy Act (MFIPPA), Personal Health Information Protection Act (PHIPA), and other relevant legislation. The Coordinator, RIM works collaboratively to implement and maintain the governance principles of corporate information and to plan, evaluate, monitor and oversee the ongoing improvement of the corporate RIM program for the County of Essex. They further work to ensure records and information in the control and custody of the County of Essex are kept in a cost effective, secure and consistent manner throughout all County departments in accordance with established by-laws, policies and procedures.Day in the Life:• Work closely with IT staff to ensure security and safety of all corporate records and information assets. Analyze the access controls and permissions of all records repositories and data networks.• Manage records retention and disposition in compliance with RIM program policy; legal, regulatory, contractual, and audit requirements; and business needs.• Act as the Chair of the County’s Records and Information Management (RIM) Liaison Committee and the RIM Working Group, and participates in peer committees and other groups as required from time to time.• Delegate RIM responsibilities to ensure the creation, capture, management, preservation, retention and disposition of comprehensive, reliable, authentic records to designated staff in each department.• Develop performance metrics for the RIM program and perform regular audits.• Identify opportunities for RIM process improvements• Provide training and support for all staff in relation to RIM. Design and distribute training resources including videos, posters, brochures and job-aids.What We Are Looking For:• Successful completion of a 4-year University degree in a related field of study is required.• A designation as a Certified Records Manager (CRM) or Certified Records Analyst (CRA) is preferred• 3-5 years of experience in records management with preference given to those who bring municipal and/or government specific experience• Demonstrated experience with database management, metadata standards administration, lifecycle management for systems, performance metrics, IT best practices for data management, data mapping, data migration methods, data storage technology, system testing procedures, legacy operating systems, change management strategies, access control and version management• Demonstrated knowledge of and application of various legislative documents including MFIPPA, PHIPPA, FIPPA, GDPR, Records Retention and AODA• Exceptional skills in the areas of communication, collaboration, attention to detail, critical thinking, change management and accountability• Ability to build and foster strong and effective working relationships with various levels of the organizationWhat We Are Offering:A starting salary of $73,202 – $89,873 (Under Review) is just the beginning.
